YOUNGSVILLE -- Town commissioners are preparing to present the General Assembly with changes to its charter that, among other things, would balance election cycles by granting a one-time, two-year extension of the mayor's term, allow the town to place special assessments on property owners for transportation improvements and use recreation-in-lieu fees on central projects -- not solely within the general area of where they are collected.

1002.School board adopts budget despite impasse at state level
LOUISBURG -- More than five months into the current fiscal year, the Franklin County Board of Education formally adopted a budget resolution Monday night -- but even this late it's still tentative because the state General Assembly has not yet adopted a budget.The state budget, which was supposed to be adopted prior to July 1, is still up in the air as Democrats and Republicans refuse to compromise, mostly over the expansion of Medicaid to provide health care to low-income children.

Well, that didn't work out as planned!Early last week I figured the over-hyped gasoline shortage would be the perfect excuse not to mow the lawn last weekend -- but by the time the weekend rolled around, there was plenty of gasoline and my excuse had evaporated.There was a lesson or two in that mini-crisis, however.

Thanksgiving 2020 was unlike any in recent, or long-term, memory.That wasn't necessarily a bad thing, for us at least. It was just different.For the first time in a long time, I never ventured from home -- although I did putter around outside for a little while, just to get some fresh air.

LOUISBURG -- It was an early September day in 1956 -- the first Monday of the month, actually -- when a young local man took a job with the Louisburg Fire Department never suspecting that he was taking the first step down a path that would shape the next 65 years of his life.Karl Pernell was that young man and his first duties around the fire station were that of engineer, a paid position that meant he often drove a fire truck, took emergency calls and did whatever other tasks were tossed his way.

It's a simple question, really?In what universe does upgrading Bickett Boulevard from Nash Street to North Main Street achieve a higher priority than four-laning U.S. 401 from Royal to Louisburg?Certainly, upgrading Bickett is a "nice" project that has been promised for many years. We even went through the grueling design-explanation phase a decade or so ago when it appeared construction was imminent -- and those meetings left few people happy.

It was one of those good news, bad news moments last week, brought to you by your friends in county government.It was a tossup whether to celebrate the county's action or just shake your head in despair that such a step was deemed necessary.It came as many county decisions have come lately, with no public debate, discussion or explanation, all of which raises some interesting questions.The county agreed to spend $75,000 to determine if it can afford to spend a whole lot more of your money to find and make useable a new source of precious water.

For all of us anxiously awaiting spring, there was a solid hint that it's just around the corner.A news story making the rounds in South Carolina last week was urging residents there to hurry and get their hummingbird feeders out.The reason? The mild winter and unseasonably warm weather is enticing the birds to migrate a little earlier this year.

Don't you just hate it when the experts are right?Especially when right means the exact opposite of what you would prefer?But say what you will, the experts predicted that this Omicron variant of COVID-19 would roll across the country like dense fog -- and darn it they were absolutely correct.

1015.Is there anything COVID-19 hasn't infected?
It seems you can't turn around these days without running into problems created by the COVID-19 virus that neither our government nor our health care system seems to be able to corral.Many businesses remain closed, some are working on reduced schedules or capacities, many other businesses can't get whatever products they need because manufacturing has been slowed down and everyone is not only on edge, but most of us are wearing masks while hoping for the best.

1016.A tuckered-out bunny and shooting fish on a table
It's probably safe to believe that the Easter Bunny is back home, wherever home is, perhaps little damp but hopefully safe!The big bunny had a rough time around these parts this year with all the rain and wind, but, as usual, he apparently delivered since there seem to be even more children hyped up on chocolate and sugar than normal.
